What's the existing range of offers for things like insulation? How do people access them, and what are the requirements or criteria for them?
Here's a list of what came out of the minutes of the last Challenge Witney meeting:
- On-line energy check
- Current Cost Meter (SSE's Onzo and WODC's version)
- TV and Computer power downs
- £99 insulation deal as current energy saving work (Cocoon?)
- FiTs (?)
- RHI (?)
- Eco-renovation
How do people access these offers? Who knows what they're about? Let's get an ongoing list of these offers.

OK, I'll go through the list and add more info to those I know about…
- EST Home Energy Check: http://www.est.org.uk/check/ This short questionnaire about your property could save you as much as £250 per year. You can either complete a paper copy of it (should be available from the council offices, or Town Centre Shop etc – tell me if not and I'll provide more stocks), or online at the above URL. As always, the EST freephone advice line is there for any queries: 0800 512 012.
- Cocoon Insulation Comparison Service: http://www.cocoonYOURhome.co.uk/ This provides as easy route for householders to compare installers of loft and cavity wall insulation, as well as being able to access all available grants in order to get the best price for their particular property. West Oxfordshire District Council is currently providing a top-up fund to bring the price of loft or cavity wall insulation down to a fixed cost of £99 to the householder (subject to funding and conditions). If a member of the household is over the age of 70 or in receipt of qualifying benefits, the work could be done for free. For a free, no obligation survey, either refer yourself through the above website (try it for yourself!), or call the freephone number: 0800 80 48 777. Leaflets should be available at the council offices and TCS/VIC as above.
- Feed in Tariffs (FITs) provide a payment for electricity-generating microgeneration technologies (solar PV, micro-wind etc). This payment is in addition to any Renewable Obligation Certificates (ROCs) that you would have got for any electricity sold back to the Grid (3p per kWh – the FIT is around 41.3p for PV for example, but depends on the technology and by scale). In order to be eligible for FITs, the product and installer must be MCS registered. For more information, contact Cocoon / EST as above, or myself and I can put you in contact with the relevent person.
- Renewable Heat Incentive (RHI) is still somewhat under question, but should come into force from June 2011. This would give a payment for heat-generating microgeneration technologies (ground-source & air-source heat pumps, solar water heating etc). The detail is still TBC…
- Current Cost Monitors: the loan of these has been organised by the council. Borrowing one of these is a really good way to kick-start behavioural change as the device allows you to see how much energy you're using in real-time. For a returnable £10 deposit, you may borrow one for up to a fortnight. Ask at the Town Centre Shop on Welch Way – I think there's currently a waiting list…
